Senior columnist TCA Srinivas Raghavan, who writes on economic-political issues, in an exclusive conversation with The Quint, raised questions on engineers-doctors becoming IPS-IAS. He believes that after spending 2-3 crores in studies, you do not need to become an IAS-IPS because your skills are not used properly there.
Q. Why doctor-engineer should not become IAS-IPS?
A. Engineers could not give the IAS-IPS exam till 1962. Even doctors were not allowed till 1973-74. But from 1980, doctors-engineers started giving exams. The biggest problem is that about 2-3 crore rupees are spent in the education of doctors and engineers, so the question is, after spending so much money, you are putting them in such a service, where this specialization is of no importance. Is. 30 years ago people used to do BA-BSc and used to go to services like IAS-IPS-IFS, Income Tax. The work was going well. My question to the government is that what has benefited the country by the arrival of doctors and engineers in this service? I agree there is no use. Engineers-doctors should do the same thing, for which they have taken training.
Q. Why should engineers-doctors be kept away from public administration for 20 years?
A. I also want to become a very big businessman, but on my own, not by taking money from the government. Once you get into government service, you have to do what the government tells you. If doctor-engineers serve in their field, then they will be saved from the clutches of politicians, like if you are a collector, then an MLA or MP can bully you. But the problem is that people want to become IAS-IPS so that they can bully people.
Q. Should UPSC make changes in its exam pattern?
A. No, there is no need to do this, let it go on, but after joining, the Ministry of Home Affairs should issue an order that those who have engineering or medical degree, then you will be in IAS, but whatever work you do You will not do it at the district level. Rather, according to his ability, he will do it only in the field related to it.
Q. Why do people want to become IAS-IPS?
A. When you are in any government service, you become the ruler and your status changes. Apart from this, everyone else becomes servant in front of you. They become those who spread their hands in front of you. This is one of the reasons why people want to become IPS-IAS.
Q.What should be the reforms in civil services?
A. After 15 years, every officer should take a re-examination to show whether you are an expert in policy making or in administration, and on the basis of the result of that exam, the person who is interested in policy making should be placed in policy and who specializes in administration. Keep it there. Senior officers should be sent to the districts.
