यूपीएससी सिविल सेवा परीक्षा एक परिचय Upsc civil services exam an introduction  

 

 1) सिविल सेवा परीक्षा (CSE) क्या है।   

निम्नलिखित सेवा में अधिकारियों के चयन हेतु यूपीएससी प्रत्येक वर्ष इस परीक्षा का आयोजन करती है।

[ अखिल भारतीय सेवाएं 3 होती है ]

1) भारतीय प्रशासनिक सेवा (IAS)

2) भारतीय पुलिस सेवा (IPS) [ इस सेवा के लिए दृष्टि-क्षमता 6.00 D तक , LASIK  सर्जरी मान्य 1 पुरुष सीना = 84 सेमी तथा महिला सीना =79 सेमी, ऊंचाई=165 सेमी  पुरुषों के लिए तथा महिलाओं के लिए 150 सेंमी  ]

3) भारतीय वन सेवा (IFS) [ इस परीक्षा के लिए प्रारंभिक परीक्षा समान होती है परंतु प्रधान परीक्षा मेंस परीक्षा भिन्न होती है ]

 

•  यह 3 यूपीएससी में अखिल भारतीय सेवा होती

2) समूह ए के लिए सेवाएं [ group A services]  

1) भारतीय विदेश सेवा (IFS) क्षेत्र के लिए किसी विशेष स्नातक डिग्री की आवश्यकता नहीं पड़ती है ना ही विदेश भाषाएं के सर्टिफिकेट की आवश्यकता होती है।

2) कराधान से संबंधित: भारतीय राजस्व सेवा (IRS) सीमा तथा उत्पाद शुल्क आयकर।

3) निगम से संबंधित: भारतीय कॉरपोरेट लॉ सेवा (ICLS): भारतीय व्यापार सेवा (ITS)

4) लेखक से संबंधित : 1. भारतीय लेखा सेवा परीक्षा तथा लेखा सेवा, 2. भारतीय सिविल लेखा सेवा, 4. भारतीय रक्षा लेखा सेवा, 5. भारतीय डाक एवं तार लेखा सेवा और वित्त सेवा। इस सेवाओं में आवेदन हेतु  B.COM , CA, MBA, की आवश्यकता नहीं होती है।

5) संचार से संबंधित : 1. भारतीय डाक सेवा 2. भारतीय सूचना सेवा।

6) रेलवे : 1. यातायात सेवा 2. कार्मिक सेवा 3. रेलवे सुरक्षा बल सेवा।

7)  रक्षा : 1. आयुद्ध का कारखाना (प्रशासनिक) 2. रक्षा संपदा सेवा।

समूह 'बी' के लिए सेवा  group B services .

1) सशस्त्र सेना मुख्यालय

2) दिल्ली अंडमान एवं निकोबार द्वीप समूह, लक्ष्यद्वीप, दमन एवं दीव दादरा नगर एवं नगर हवेली 1. सिविल सेवा (DANICS) 2. पुलिस सेवा (DANIPS)

3.  पांडिचेरी : 1) सिविल सेवा 2) पुलिस सेवा।

अगर आप ऊपर युक्त सेवा में अधिकारी बनना चाहते हैं। पुलिस परीक्षा के तीन चरणों 1.प्रारंभिक 2 प्रधान मुख्य 3 साक्षात्कार । इन परीक्षाओं से होकर गुजरना होता है। साथ ही साथ आप की मेरिट प्राथमिकता तथा आपकी मेरिट प्राथमिकता तथाा रिक्तियों। के आधार पर चयन का निर्धारण होता है।‌

न्यूनतम आयु एवं अवसरों की सीमा   

निर्दिष्ट वर्ष के प्रथम अगस्त को आयु की गणना की जाती है। किसी भी श्रेणी के लिए न्यूनतम आयु 21 वर्ष है। अधिकतम आयु श्रेणी आधारित होती है।

• शारीरिक रूप से विकलांग श्रेणी: सामान्य/अ०  पि०  व०) =9 अवसर जबकि जा०/  अ०  ज०  जा० विकलांग=असीमित अवसर (उच्चतम आयु सीमा तक)

• जम्मू तथा कश्मीर राज्य के निवासी अथवा सेवानिवृत्त कर्मी आयु छूट में 5 वर्ष अतिरिक्त प्राप्त कर सकते हैं। यद्यपि श्रेणी के आधार पर अवसर निरूपण करता। उदाहरण-जम्मू तथा कश्मीर के गैर किलियर के  अ०‌   पि०   वर्ग हेतु केवल 9 अवसर मिलेंगे परंतु उसकी उच्चतर आयु सीमा 35 + 5=40 वर्ष होंगी।

शैक्षणिक योग्यता :- 

1) सिविल सेवा में शामिल होने वाले छात्रों के लिए संघ लोक सेवा आयोग ( UPSC) द्वारा निम्नलिखित आरता निर्धारित की गई है।

2) विश्वविद्यालय अनुदान आयोग (UGC) की धारा 1956, द्वारा मान्यता प्राप्त किसी राज्य अथवा केंद्रीय विश्वविद्यालय, या ड्रीम्स विश्वविद्यालय द्वारा स्नातक अथवा समकक्ष की डिग्री की डिग्री।

3)वैसे छात्रों जो स्नातक अथवा समकक्ष परीक्षा के परिणाम का इंतजार कर रहे हैं या अंतिम वर्ष में है, वह प्रारंभिक परीक्षा में बैठ सकते हैं। लेकिन मुख्य परीक्षा में शामिल होने के पूर्व  आवेदन प्राप्त के साथ न्यूनतम शैक्षणिक हारता की डिग्री संलग्न करना आवश्यक है।

4) विशेष परिस्थिति में आयोग ( UPSC) वैसे छात्रों को भी परीक्षा में बैठने की अनुमति दे सकता है जो निर्धारित योग्यता धारण नहीं करते हैं लेकिन आयोग की नजर में उनकी डिग्री न्यूनतम शैक्षणिक योग्यता के समकक्ष है।छात्रों की इस परीक्षा में शामिल हो सकते हैं।

5) वैसे अभ्यर्थी जो(MBBS)के फाइनल में है या जिनकी इंटर्नशिप अभी पूरी नहीं हुई है वह भी सिविल सेवा मुख्य परीक्षा में शामिल हो सकते हैं। लेकिन साक्षात्कार के दौरान उन्हें पूरी डिग्री साक्षात्कार बोर्ड के समक्ष रखनी पड़ती है।

1) Indian Administrative Service (IAS)

7) Defense: 1. Ordnance Factories (Administrative) 2. Defense Estates Service.

Services for Group 'B' group B services.

2) Delhi Andaman and Nicobar Islands, Lakshadweep, Daman and Diu Dadra Nagar and Nagar Haveli 1. Civil Service (DANICS) 2. Police Service (DANIPS)

3. Pondicherry: 1) Civil Service 2) Police Service.

• Residents or retired personnel of Jammu and Kashmir State can get additional 5 years in age relaxation. Although representing opportunities by category. Example- For the non-killers of Jammu and Kashmir, only 9 opportunities will be available but its higher age limit will be 35 + 5 = 40 years.



Educational Qualifications :-

1) The following Aartha has been prescribed by the Union Public Service Commission (UPSC) for students joining the civil service.

2) Bachelor's or equivalent degree degree by a state or central university, or Dreams University, recognized by Section 1956 of the University Grants Commission (UGC).

3) Those students who are waiting for the result of graduation or equivalent examination or in the final year, they can appear in the preliminary examination. But before joining the main examination it is necessary to attach a minimum academic lose degree with the  application received.

4) Under special circumstances, the Commission (UPSC) can also allow students who do not hold the prescribed qualifications but in the eyes of the Commission, their degree is equivalent to the minimum educational qualification. Students can appear in this examination.

5) Candidates who are in the final (MBBS) or whose internship is not yet completed can also appear in the Civil Services Main Examination. But during the interview they have to put the entire degree before the interview board.
